The East Side Business Improvement District #20 (Milwaukee, WI) seeks Requests for Qualifications from individuals or firms seeking to become the next Executive Director for the East Side BID.

The East Side BID is the creative crossroads of Milwaukee. We are the original 'lifestyle' center that malls try to recreate. We are a community. We are a destination. We are unlike any other area in Milwaukee. You'll find old school mixed in with new. We buzz with the energy and vitality of creatives-in-training alongside longtime East Siders who make Milwaukee what it is today. We're the bike hub between lakefront and river trails. This is where you're going to leave your car while you get everything done and then some in just a few blocks.

The East Side BID is comprised of over 70 commercial properties and 100 commercial businesses on or along Milwaukee’s E. North Ave. corridor between the Milwaukee River and Lake Michigan. Formed in 1997 by business stakeholders, the organization has been at the forefront of management, promotion, and economic development of the BID. The East Side BID is the home of the one and only Oriental Theater, the soon to be permanent headquarters for the Milwaukee Film Festival.

The East Side BID is responsible for the management, promotion, and staffing for the commercial area. The services include marketing, events, litter maintenance, graffiti removal, landscaping, holiday lighting, business recruitment, and economic development. The BID has an annual budget of $220,000 and collects special assessments on all commercial properties in the district. Additional funds are raised via sponsorships and vendor fees for our signature events including the Summer Soulstice Music Festival (www.summersoulsticemke.com) and Tomato Romp! Festival (www.tomatoromp.com).

The BID is governed by a board of directors made up of commercial property owners and business owners. They are appointed by the Mayor and confirmed by the Common Council. The Board is responsible for submitting an annual Operating Plan which includes the annual goals for the organization, budget, and proposed assessment formula that funds the BIDs activities. The BID Board meets monthly.

The BID is staffed by an executive director and marketing consultants. Staff is responsible for all day-to-day operations of the BID and event management, promotion, and execution.


This is the scope of service description of core management, leadership, general and administrative services to be provided by the BID Executive Director. It is subject to adjustment and reprioritization at any time by a majority vote of members of the BID Board.

The Scope of Services, to be executed by the BID Executive Director, is below.


Providing comprehensive, timely, and accurate administrative services including, but not limited to, accounting, board meeting notices/minutes, management reporting, monthly reporting on activities, status and outcomes, phone and email/web inquiries, annual report to members, press inquiries, and other management duties as necessary.

The Executive Director provides staff services to the East Side Architectural Review Board that includes but is not limited to; posting agendas, minutes, application review, and recording approvals with the Department of City Development’s Development Center.

As part of the administration services, the Executive Director shall evaluate and make recommendations regarding the performance of any subcontractor hired by the BID. Currently, these include contracts for graffiti removal, litter maintenance, planter maintenance, and marketing and event consultants.

Marketing/Special Events:

The BID Executive Director shall supervise and have oversight of the marketing goals of the BID as directed by the board of directors. The BID Executive Director shall supervise/manage, and monitor the performance of subcontractors hired to perform marketing services. The Executive Director has financial management responsibilities for all East Side events and promotions. Also, the East Side BID has a very robust website and social media presence and it is expected the successful candidate will have experience in social media strategies and content management.

Commercial Neighborhood Liaison:

It is expected that the Executive Director is a strong advocate for neighborhood stakeholders; commercial property owners and business owners. Networking and accessibility of the position to the BID community at large is tantamount to success in the position. This includes having a liaison role between stakeholders and the City of Milwaukee, Milwaukee County, and State of Wisconsin. Also, skills in media relations are important as the lead spokesperson for this vibrant commercial neighborhood. It is also expected that the successful candidate will represent the BID on the Milwaukee BID Council.

Business Development:

The Executive Director position is at the forefront of commercial redevelopment opportunities in the area as well as recruiting commercial tenants for vacancies in the area. Experience working with commercial property developers and commercial brokers is strongly desired for the position.

The East Side BID Board of Director’s will consider all candidates for selection as follows:

• July 12th, 2017: Posting of RFQ.

• July 21st, 2017 (noon): Qualification submittal deadline.

• July 24th-25th: Recommendation of up to three candidates for consideration by the BID Board of Directors following review of qualification materials by BID Board Sub-Committee.

• By July 28th, 2017: BID Board of Directors and/or executive committee selects candidate following candidate interviews.

• By August 2nd, 2017: Board of Directors and/or executive committee completes negotiation of contract with selected candidate.

Proposals and related material must be received by the East Side Business Improvement District by noon on July 21st, 2017.

Two reproducible copies and an electronic copy of the resume/cover letter must be submitted. The envelope and email submission should be clearly labeled “BID Executive Director” proposal.
